Fiscal court approvals include design work on park improvements and low-water ford

Tuesday’s Barren County Fiscal Court meeting covered much and varied ground with departmental and committee reports – many informational only and some with action items, along with a few other items.
With all members present and all votes unanimous, the approved items other than the relatively routine monthly and quarterly reports and payments were:

— The county clerk’s claim for calculation of motor vehicle and boat bills for 2023, totaling $8,895 to be paid by the fiscal court;
— Payment to Kiesler Police Supply for holsters for the sheriff’s office, $3,396.51;
— Installation of security measures by Star-Tel Systems at the Road Department, $13,681.53 plus $40 month maintenance/service fee;
— Plan to advertise for bids for the Road Department’s annual materials;
— Selection of American Engineers Inc. to design improvements at Jackie B. Browning Park, with the work to be done in phases;
— Installation of a watering system by Parlayne Outdoor Solutions for Fields 2 and 3 at Browning Park, up to $4,225;
— Plan to advertise for bids for outdoor fencing for a portion of the recently acquired property at 511 E. College St.
— Plan to solicit proposals for repair and/or replacement of roofing for Section A of that College Street property;
— Payment of $4,600 for repairs to HVAC system at the Barren County Courthouse, to be reimbursed by the Kentucky Administrative Office of the Courts;

— Expenditure of no more than $29,500 for AEI to design the Ritter’s Mill Road low-water ford improvements; and
— The respective budgets from the Barren County Extension District and Barren County Conservation District for the 2023-24 fiscal year, which begins July 1.

County budget process
Also during the meeting, Judge-Executive Jamie Bewley Byrd announced the schedule for getting the county’s budget for the 2023-24 fiscal year approved. A proposed draft had to be in the hands of the fiscal court members before May 1, she said, and it was provided Tuesday. The fiscal court’s budget committee is having a special-called meeting at 4 p.m. Thursday to review the entire budget, which includes roughly $10.34 million in General Fund expenditures and a $4.18 million Road Fund budget, as well as spending plans for other fund accounts.
The next step is a required public hearing for discussion of planned spending for certain monies related to road maintenance — County Road Aid and Local Government Economic Assistance Funds. That hearing with the fiscal court is set to take place at 3 p.m. May 10 in the Fiscal Court Chambers on the third floor of the Barren County Government Center. It is to be followed at 3:30 p.m. that day in the same place by a special-called meeting of the fiscal court for at least the primary purpose of having a first reading on whether to approve the ordinance establishing the budget. From there, the proposed document must be submitted to the Kentucky Department for Local Government, which reviews it and all the other counties’ budgets to ensure they meet certain criteria.
Provided that no changes are required by the DLG, the fiscal court would have its second reading of the budget ordinance at its regular meeting at 9 a.m. May 23.
The agenda had called for Blake Williams to discuss he Kentucky Transportation Cabinet Rural Secondary Roads Program, but that was postponed to the May regular meeting.
