At its regular meeting Monday, the Glasgow Common Council is to consider giving Nemak USA, which has for several years operated two manufacturing facilities in Glasgow, a break on its occupational license fees.
First reading of an ordinance allowing the change is on this meeting’s agenda. As with all ordinances, approval of two readings is required before the local law is adopted.
The city’s incentive would be to allow the company a rebate or retention of 1 percent of the 1.75 percent occupational license fee on certain wages paid to employees. The company must get final state approval for and meet the criteria of its application for incentives under the Kentucky Business Investment Program administered by the Kentucky Economic Development Finance Authority to remain eligible for the 10-year tax cut.
Nemak has applied for the such benefits “as a result of its commitment to expand or upgrade its Glasgow facility to support a potential electric-vehicle client,” according to the ordinance.
Other new business to come before the council Monday includes 1) a joint resolution amending an interlocal agreement between the city’s and Barren County’s governments to include additional services to be provided by the county building inspector and 2) a municipal order appointing Nick Hurt as occupational license fee manager and city alcoholic beverage control administrator effective July 1. Hurt has already started working for the city, training with the soon-to-retire Brandon Kerney, who is currently in that position.
Also on the agenda are second readings of three ordinances that would 1) adopt the $29 million proposed budget for the 2023-24 fiscal year, 2) amend the budget for the current fiscal year, which ends June 30, and 3) adds the most recent supplement to the city’s published Code of Ordinances.
Nearly a dozen municipal orders are planned, each making an appointment to a local committee, board, commission, etc., as follow:
— Board of Building and Housing Appeals/Stormwater Advisory Committee reappointments Jesse R. Brown, Danny Gibson and Steve Riddle;
— Barren River Area Development District Aging Council reappointment Sue Mutter;
— Glasgow-Barren County Tourist and Convention Commission reappointments Byran Sorrell and Amy Vann, as at-large and lodging representatives, respectively;
— Historic Preservation Commission reappointments Thomas Grubbs and Tim Gooden; and
— Joint City-County Planning Commission of Barren County reappointments Ricky Houchens, Joan Norris and Candy Wethington.
The meeting is scheduled to kick off with the continuation of annual reports from department heads, with information from Kerney on tap, along with the Department of Public Works and the landfill.
Glasgow Police Department Chief Guy Howie is also expected to provide a presentation regarding license-plates readers and the GPD policy regarding these.
The meeting begins at 6 p.m. in Council Chambers on the second floor of Glasgow City Hall, 126 E. Public Square.
