Cave City City Council’s special-called meeting Wednesday, Nov. 1, had only one item on the agenda — filling a vacant seat on the council. The seat was vacated when the council ousted former member Ashlyn Hudson due to her residing outside Cave City city limits.
With all members present, Mayor Dwayne Hatcher gave City Attorney Bobby Richardson the floor to explain how the appointment would work.
“We had no procedure to fill the vacancy,” Richardson said. “I have prepared something for the council’s consideration.” The municipal order given to the council outlined the way the appointment would proceed beginning with the members nominating a qualified individual before discussing amongst themselves why they believe their nominee would be the best pick for the seat.
The only amendment that was made to the order before the council approved its adoption was the striking of how the council would move forward in the event of a tie. Originally the order stated that, “In the event of a tie vote, the new council person shall be selected from two nominees by lot. The Mayor will flip a coin…The winner will be the one whose designation of heads or tails, is called after the flip.” This did not sit well with council members, as they felt there was too much chance involved and agreed that should a tie occur they would let the governor’s office appoint a new member.
Ultimately, three nominees were put forward. Councilwoman Beverly Ford nominated Ronald Coffey, who ran for the council in 2022. Councilman Steve Pedigo nominated Albert Parsley, a local business owner, and Councilman Denny Doyle nominated former Caverna Superintendent Sam Dick.
After the first round of voting, both Parsley and Coffey received two votes. Dick was eliminated with only one vote from the council. Parsley won 3-2 with Doyle casting the deciding vote.
Once voting ended, Richardson swore in Parsley who will have his first regular meeting Monday, Nov. 13.
“I just want to make a difference,” Parsley said. “There’s a lot of stuff going on right now and I want to be a positive force for Cave City and its residents.”
