Committee approves to continue with consensual annexation process

The seldom convened Annexation Committee had a special-called meeting to discuss the annexation of two properties currently outside the city limits of Glasgow.

The meeting, which was led by Joint City-County Planning Director Kevin Myatt, met in conference room beside the city council chambers to “review and approve the consensual signed paperwork” of Michael Todd and Connie Francis, both of whom consented to become part of the city.

“It’s their wish as a property owner to be inside the city limits,” Myatt said. “The city recognizes that and also recognizes future development that’s possible in that area and also wishes for it.”

Both properties are on New Bowling Green Road near the Veterans Outer Loop. Todd’s property consists of 2.32 acres and Francis’ is 9.07 acres.

Myatt said the annexation — which he stressed was consensual as laid out in Kentucky Revised Statute 81A.412 — would not affect the city much, aside from the additional property taxes, since the city limits were already expanded beyond the property in question.

“Typically when you annex property you annex [property] that’s further out then the city limits,” Myatt said. “So it could affect things like the ISO rating and those things however because this property is [in] our city limits…it should not affect it.”

According to Myatt the committee needed to make a motion to continue with the annexation process, which includes a planning commission public hearing, a Glasgow City Council vote and a Barren County Fiscal Court vote. In the end, James “Happy” Neal made the motion, which was then seconded by Freddie Norris.

It was met with unanimous approval from those present.
