The Southcentral Kentucky Community and Technical College, otherwise known by its acronym SKyCTC, is just one of 16 colleges within the Kentucky Community and Technical College System with some of the others being Elizabethtown, Hazard, Owensboro and West Kentucky Community and Technical Colleges — abbreviated as KCTCS.

The college system comprises more than 100,000 students across all of its campuses. With a secondary education system so vast each college has its own president and their cabinet. One such president is Philip Neal, who has been the president of SKyCTC for over a decade.

It was announced on July 9 by the community college system that he would serve as acting executive vice president and provost for KCTCS. According to the press release Neal previously served as provost for the Southcentral college, served as chairman of the KCTCS Academic Council and was on the national board of directors for both the American Association of Community Colleges and the National Advisory Board for the Center for Community College Student engagement.

He also brings more than 30 years of educational experience to this relatively-new combined position — previously the title “executive vice president” was known as chancellor. Also, this is a new dual position largely in response to Kentucky Senate Joint Resolution 179.

“Dr. Neal is an accomplished leader who has done great things at SKYCTC, and I am excited to have him in this new role,” said the newly-named KCTCS President Ryan Quarles. “He is an experienced college CEO with a deep understanding of KCTCS and our colleges.

Neal will assume his role on Aug. 1. The college system will begin seeking an interim president for SKyCTC this week, according to Blair Hess, a spokesperson for KCTCS.
