Park City becomes newest voting member of BCEA, brings board of directors to eight

Park City is the newest voting member of the Barren County Economic Authority board of directors with the passing of a resolution unanimously approved by the Cave City City Council on Aug. 12; the last voting member to approve amending the interlocal agreement that governs the BCEA.

The discussion of Park City’s membership initially was raised at the Mar. 22 meeting of the BCEA Administrative and Personnel Committee when President and CEO Maureen Carpenter mentioned she had received a request from Park City Mayor Larry Poteet asking for the city to become a voting member of the board. Up to now Park City’s representative is listed as a non-voting member alongside Glasgow Mayor Henry Royse, Cave City Mayor Dwayne Hatcher and Barren County Judge-Executive Jamie Bewley Byrd.

At the March meeting Carpenter told the other committee members that Board Attorney Rich Alexander would need to review the current interlocal agreement as Park City’s voting membership would necessitate an amendment of it by the other three governmental bodies.

After BCEA’s April meeting, which recommended Park City’s membership, each government put the amendment on their meeting agendas.

The Glasgow Common Council address the necessary amending of the agreement during its July 8 meeting while the Barren County Fiscal Court approved the amendment during the July 16 meeting.

The Barren County Economic Authority, which is the assumed name of the Glasgow Barren County Industrial Development Economic Authority, was established on June 29, 1984 with the goal of “promot[ing] the economic development including…industrial, agricultural, tourism and small businesses” within the county.

In 1984 the interlocal agreement was only between Glasgow and Barren County but, before the annual extension in 2017-18, was amended to include Cave City with a seventh voting member of the BCEA’s Board of Directors and a Park City representative as a non-voting member.

Based on that amendment the authority’s board consisted of three members appointed by the Glasgow mayor, three appointed by the county fiscal court and one appointed by Cave City’s mayor. Now, however, the board will add its eighth voting member. Voting members serve for a term of four years.

According to prior reporting, Park City will pay $2,000 monthly toward the authority’s “operations and endeavors.”
