County to solicit bids for electrical wiring relocation

On Sept. 17 Barren County Deputy Judge-Executive Garland Gilliam was authorized to solicit proposals for work moving the county’s generator cables.

The City of Glasgow announced a partial closure of the downtown parking structure on June 22 stating that they had enlisted Q4K Engineering and Planning to perform a “comprehensive condition assessment” on the structure, which is located behind the Barren County Government Center. The company found “areas of concerns” including the pedestrian walkway connecting the public square, the elevator shaft, and the West entrance bridge off of North Race Street.

Before the full Barren County Fiscal Court meeting on Sept. 17,  Gilliam told the county building and property committee that they needed to relocate the four 3-inch cables that run under the pedestrian walkway before the city, which is the entity responsible for repairs, will begin the restoration.

“The electric for the generator runs up the wall and is mounted to the underside of the walkway,” Gilliam said. “The city is…working to repair [the walkway]…but the problem is they will not touch it until our electric is out from under it; they can’t work around it and it needs to come down.”

Gilliam said he had a couple of people look at the job who told him and looked at the price for the necessary wires and said it was expansive just for the necessary wires excluding the equipment and labor costs. Though, Gilliam said, if they reused the wires already there it would be slightly cheaper.

“I stopped there,” Gilliam said. “My request today is for [the magistrates] to give me permission to do an [Request for Proposals] for bids to move this electric because it’s going to be well over $40,000.”

Chairman and Magistrate Jeff Botts voiced his support to get this project going “as quickly as possible.”

“We don’t need to drag around on this,” Botts said. “We need to make sure we get this [done] as quickly as possible…because it is affecting businesses on the Square.”

“We need to not be the hindrance,” Botts added.

Barren County Judge-Executive Jamie Bewley Byrd shared Bott’s sentiment and the idea of a special-called meeting for Oct. 4 was discussed to approve the bid as soon as allowed.
