City-county animal board discusses BRAWA contract

The Glasgow-Barren County Animal Control Board members met in the Barren County Fiscal Court chambers for, what can be called, their inaugural meeting to discuss amending their “Animal Control Facility Use” agreement with the Barren River Animal Welfare Association, also referred to as BRAWA.

The board had not met in some time — exemplified by Magistrate Brad Groce joking he was a member on the board and didn’t even realize — and so the meeting began with naming officers to fill the role of chair, vice chair and secretary/treasurer. Chasity Lowery, the Glasgow City Council representative, was nominated as chair, Troye Robertson was selected as vice chair and Brad Groce was chosen as the secretary and treasurer for the board.

They also established the third Thursday of every month at 4 p.m. as their regular meeting time.

With the administrative items taken care of, the board’s main topic of discussion was their agreement with BRAWA, which, as documented by Attorney Rich Alexander, lays out such things as reimbursement, specific duties of both BRAWA and Animal control members, and process of renewal and termination.

Based on the draft agreement, both the city and county is responsible for half of the $84,000 flat fee, which is a big part of the shelter’s budget, while BRAWA bears the sole responsibility to feed and care for animals and maintenance.

Glasgow Police Chief Guy Howie suggested forming a subcommittee to discuss the issues raised by the BRAWA representatives, specifically those of compensation, responsibilities and space. Molly Lile Taylor, who represented BRAWA at the meeting, said the subcommittee will meet on Oct. 30 “to work through some of the [contract] details.”
