Glasgow housing authority approves BCS lease agreement extension, discusses sinkhole

The Housing Authority of Glasgow’s board members met on Oct. 17 to discuss the extension of their lease agreement with the Barren County Board of Education and possible next steps for remediation of a sinkhole at the EP Terry Estates in Cave City.

As previously reported, the authority entered into a lease agreement with the district due to ongoing repairs and construction at the district’s alternative school on College Street. Housing Authority Operations Officer Sheri Lee said the district requested an extension of the existing agreement to Dec. 31, 2024 using the same terms and rent — which is $900 a week — as those outlined previously.

Glasgow Mayor Henry Royse pointed out that the authority already had events scheduled at the center. Lee said the authority could work with the district to insure no conflicts.

The extension was unanimously approved by those present.

The other matter discussed was the options for fixing the sinkhole affecting apartment G-1 at the EP Terry Estates. American Engineers Inc. performed a geotechnical investigation of the, in Maintenance Director Rodney Sherfey’s estimation, 25-foot-deep sinkhole for $7,498, and, based on their findings, submitted a lengthy letter detailing possible solutions.

In total, American Engineers offered three potential solutions each with potential drawbacks. The first is simply to “backfill” with stone the excavated “unusual subsurface formation that result from the dissolving of soluble rock.” According to the company this potential solution could be costly as it is difficult to know the scope of excavation.

The second is what’s called “cap grouting,” and the third is to improve the near-surface soil “with a structural layer to span the overall…area.”

No action was taken on repairs by the board as Lee would need to have a sit-down meeting with AEI members and discuss the possible solutions in “layman’s terms.”

Chairman Danny Gibson agreed.

Lee also discussed the idea of assisting families that have been impacted by the hurricanes by giving them preferential treatment on the waitlist for public housing for 90 days.

Finally, no action was taken after the board went into closed session for the discussion of legal matters.
