Barren fiscal court approves $15K welding bid

A bid for $15,683.51 was approved by the full Barren County Fiscal Court after it was recommended to them by the county Building and Property Committee.

The bid was submitted by S and L Solutions, a Glasgow-based business, for welding and concrete work near the county’s generator, located behind the Barren County Government Center on Glasgow’s Square.

Gilliam was authorized to solicit bids in Sept. 2024 to move the 4, 3-inch cables attached to the underside of the pedestrian walkway, which is owned by the City of Glasgow. In Oct. 2024, the fiscal court  accepted a $55,000 bid for wire relocation from Clemmons Electric and it was originally planned to have students from Barren County Area Technology Center do the welding necessary to extend the nearby “shelf” that the wires will rest on, however that plan did not pan out since the school is on summer break.

Before Clemmons Electric could relocate the wires, Gilliam said, the shelf still needs to be extended. In light of that, Gilliam — supplying the engineer drawings that cost $1,500 — got three sealed bids for welding and concrete work, which were opened on June 17. Gilliam said the bid did not specify a start time, but he believed S and L Solutions could begin quickly.

The wire relocation is necessary because the walkway, and parts of the parking structure were closed by the city on June 22, 2024, citing some structural issues found during Qk4 Engineering and Planning’s inspection.

“The city is… working to repair [the walkway]…, but the problem is they will not touch it until our electric is out from under it; they can’t work around it and it needs to come down,” Gilliam said at the September committee meeting.

Throughout the entire process chairman Jeff Botts, Judge-Executive Jamie Bewley Byrd and other magistrates expressed a need for speed due to the impact the closure has on businesses downtown.

“We don’t need to drag around on this,” Botts said. “We need to make sure we get this [done] as quickly as possible… because it is affecting businesses on the square.”
