The vacant lot at the corner of N.L. Rogers Wells Boulevard and Happy Valley Road may not stay that way for long.
Valvoline Instant Oil Change has filed its site development plans with the planning office in Barren County. The oil change company has over 1,900 locations and boasts that customers get “a full-service oil change…in about 15 minutes,” according to the company website.
Planning Director Kevin Myatt said the development plans will not have to go before the Joint City-County Planning Commission members because construction will “disturb” less than an acre of ground.
“Lot size of disturbed ground under an acre is reviewed in house by staff,” Myatt wrote in an email.
The Property Valuation Administration states the lot at 713 Happy Valley Road is 0.92 acres and valued at $375,000.
Long John Silver’s had previously occupied the lot before being demolished in February 2025 after sitting vacant for several years due to a kitchen fire in 2021.
