It was with singularity of purpose that the property committee met on Thursday, May 23, to discuss and review bids on the next steps of the South Cooper Industrial Park, which is located off of U.S. 68/Ky. 80 past the Veterans Outer Loop.
In February the Barren County Economic Authority greenlit the next phase of the industrial park’s development by approving utility extension contacts, and recently — on May 20 — the Joint City-County Planning Commission unanimously approved the two South Cooper development plans set before its 13-person commission.
Those two development plans were for grading — the process of reshaping land in the construction area either for leveling purposes or adding needed earth — on the next two lots and the 2,066 foot extension of Beltline Boulevard, the name of the road running in the park.
It was on these two matters that the property committee reviewed the six total bids solicited by the authority and opened on May 21.
The first three bids reviewed concerned the boulevard extension. The letter, written by American Engineers, recommended that the authority award the extension project to Scotty’s Contracting & Stone LLC, who submitted the lowest bid of $622,017.83.
“They did do the first portion of Beltline as well as the turning lanes and they are ready to mobilize as soon as we get approval,” Carpenter said.
Similarly, American Engineering recommended Scotty’s for the grading work of the two lots as well. Their bid was for $1,456,581.87. Carpenter said this project had a “quick timeline” of 60 days due to the grant funds that needed to be spent by a certain day.
According to Carpenter both of the Scotty’s bids came in lower than originally anticipated with the extension bid being over $200,000 less and the grading bid being roughly $300,000 less.
“Between the two bids it give us roughly $500,000 for additional development out there,” Carpenter said.
“Anytime you can save half a million dollars that’s a pretty convenient,” Chairperson Larry Glass said.
Both letters state that the projects will move forward and select a “pre-construction conference date” upon the bids acceptance.
Without much discussion the committee adjourned after having spent less than seven minutes in session.
