On Aug. 8 the Glasgow Water Company, a municipally owned water and wastewater utility company serving the Glasgow and Barren County community since 1937, announced via an email to their customers that the utility company would be increasing their rates effective Sept. 7.

Jeff Reed, finance officer at GWC, said they are raising the rates on city/county water and sewer rates to combat the disparity between revenues and expenses caused by inflation. For example, the past two years saw a 5.5 percent increase in GWC revenue but a 11.14 percent increase in expenses during the same time period and water treatment chemical and power costs have been on the rise since at least 2021.

City Water Rates

  • First 2,000 gallons (minimum Bill) from $10.23 to $10.54
  • Next 18,000 gallons per 1,000 gallons from $3.50 to $3.61
  • Next 80,000 gallons per 1,000 gallons from $2.77 to $2.85
  • Next 900,000 gallons per 1,000 gallons from $2.31 to $2.38
  • Next 1,000,000 gallons per 1,000 gallons from $2.18 to $2.25

City Sewer Rates

  • First 2,000 gallons (Minimum Bill) from $13.20 to $13.60
  • Over 2,000 gallons per 1,000 gallons from $4.44 to $4.57

County Water Rates

  • First 2,000 gallons (minimum Bill) from $14.17 to $14.60
  • Next 18,000 gallons per 1,000 gallons from $4.37 to $4.50
  • Next 80,000 gallons per 1,000 gallons from $3.27 to $3.37
  • Next 900,000 gallons per 1,000 gallons from $2.75 to $2.83
  • Next 1,000,000 gallons per 1,000 gallons from $2.29 to $2.36

County Sewer Rates

  • First 2,000 gallons (Minimum Bill) from $16.04 to $16.52
  • Over 2,000 gallons per 1,000 gallons from $5.24 to $5.40

Using these new rates a hypothetical city resident who uses 5,000 gallons of water would pay $21.37 compared to $20.73 if the total is calculated with the old rates.

Interestingly, Reed said, even with the increased rates, the utility costs from the Glasgow Water Company is among the lowest in Kentucky when  compared to the cost of 5,000 gallons through similar, nearby utility companies. The Caveland Environmental Authority is at $41.71 per 5,000 gallons, Edmonton sits at $42.80, the Warren County Water District is at $28.89 and Scottsville is at $56.60, according to data provided by GWC.

Reed said the new rates will not show up until the October bill.
