Glasgow mayoral candidate Bobby Russell Miller, 51, was arrested in Bowling Green on a fourth-degree domestic violence assault charge after an incident in Bowling Green, according to his uniform citation.
The report stated an officer responded around 4 p.m. Wednesday, Sept. 16 to a disturbance call at 422 East Main Avenue Alley in Bowling Green.
When the officer arrived, the complainant reported he had been riding in the back seat of a vehicle that Miller was driving.
He told police that he and Miller became involved in a verbal argument over the caller’s cell phone during the drive.
The caller said Miller became upset, grabbed him and tried to take the phone, then struck him in the face with an open hand, according to the citation.
The caller told the officer the strike caused him pain and that Miller aggressively grabbed his arm, which he also said caused pain at the time of the incident.
Miller denied striking the caller, according to a statement on the Bob R Miller campaign Facebook page. The statement also emphasized that an arrest is not a determination of guilt.
The officer wrote in the citation that he saw two red marks on the caller’s right arm, which the caller said was caused by Miller during the altercation.
Miller told police he and the caller argued because Miller pays the phone bill and tried to take the device during the dispute.
He told the officer he did not intentionally assault the caller.
The citation stated Miller was taken into custody and transported to the Warren County Regional Jail, where he was lodged.
Miller was released from the Warren County Jail at 9:02 p.m. on Wednesday, Sept. 16, according to the Warren County Jail website.
Miller is running against incumbent Henry Royse for mayor in Glasgow.
Court records showed he is scheduled for arraignment in Warren County Court at 1:30 p.m. on Oct. 8, 2026.
Miller left a message with Glasgow News 1 on Thursday afternoon.
“I’m paying for his cell phone, and I demanded his cell phone from him and he refused to give it,” Miller said in the message. “I reached back there to try to get it. … he never got slapped at all. But, yeah, it was so stupid.”
