Cleveland Avenue widening plan includes turn lane, sidewalk and shared-use path

Cleveland Avenue in Glasgow is slated for reconstruction and widening along a 1.8-mile stretch of KY 1297, according to Wes Watt, public information officer for Kentucky Transportation Cabinet District 3. Plans call for a through lane in each direction and a two-way left-turn lane in the middle.

The project would rebuild the highway as an urban road with curbs, gutters and storm drainage. A sidewalk is planned on one side, with an 8-foot-wide shared-use path on the other.

The project aims to address roadway deficiencies, improve safety and mobility, and provide additional capacity for existing and future traffic. The route carries people and freight through the Glasgow city limits.

Pedestrian accommodations are planned for the entire project length. Watt said those improvements would provide safer access between residential neighborhoods, a school, a soccer park and businesses along the route.

Cleveland Avenue in that area passes Red Cross Elementary, the Johnson Farm property for which the city of Glasgow is seeking requests to develop that property, several residential areas, and the Glasgow-Barren County Soccer Complex.

Funding authorized to date includes $1.6 million for design, $4.5 million for right-of-way acquisition and $4.67 million for utility relocation. Those authorizations cover phases that precede construction.

The current Highway Plan lists $13.44 million for construction in 2028. Watt said the other phases must continue before the project is ready for construction. The funding listing does not establish a construction start date.
