There will be two new members of the Park City City Commission. Incumbent Angelo Scavo unofficially finished fifth in the voting Tuesday.

Incumbent Gary Carroll finished fourth in the race, which was good enough to make the cut. Sheryl Bailey, Kenneth Winchester and Regina Hayden also made the cut. Bailey and Hayden will be new members.

Six candidates ran for the four seats on the Park City Commission.

Sheryl W. Bailey — 108
Kenneth Edward Winchester — 95
Regina C. Hayden — 86
Gary L. Carroll — 81
Angelo Scavo — 75
Jason Dickerson — 61

This is the first time in several election cycles that there have been more candidates running for Park City Commission than there are seats to fill. In 2024, only four candidates ran for the four seats. Two of those candidates — Angelo Scavo and Gary Carroll, were running for re-election.

Donna Scavo also ran for commission in 2024. She was appointed mayor in October of 2025 after former Mayor Larry Poteet resigned in September last year.

Since then, two other commissioners — Mike Burgess and his wife, Linda, — resigned. Mike Burgess had been a commissioner for several years, while his wife had been appointed to the commission after Scavo was appointed mayor. Kenneth Winchester and Bonita Martin were appointed commissioners. Martin opted to not run for a full term on the commission.

Both Scavos and Carroll were elected to the commission in 2022, when there were also only four candidates for the four seats, according to the Kentucky Secretary of State’s website.
